קים ליין שפלי (באנגלית: Kim Lane Scheppele) היא חוקרת אמריקאית בתחומי הסוציולוגיה של המשפט ומדע המדינה, המכהנת כפרופסור לסוציולוגיה וליחסים בין-לאומיים באוניברסיטת פרינסטון.

שפלי היא מומחית למשטרים אוטוריטריים, לתהליכי שחיקה דמוקרטית והיווצרות דמוקרטיה חלולה, ובייחוד לממשל ולמשפט של הונגריה ושל פולין.

ביוגרפיה

בשנת 1975 שפלי קיבלה תואר AB בלימודים עירוניים ואזוריים מאוניברסיטת ברנרד. ב-1985 היא קיבלה את הדוקטורט שלה בסוציולוגיה מאוניברסיטת אוניברסיטת שיקגו.

שפלי לימדה באוניברסיטת מישיגן מ-1984 עד 1996, והייתה פרופסור בקתדרה על שם ארתור פ. ת'ורנאו מ-1993 ועד לעזיבתה. שפלי הצטרפה לפקולטה של פרינסטון ב-2005, לאחר כמעט עשור בתור כפרופסור למשפט השוואתי ופרופסור לסוציולוגיה בבית הספר למשפטים של אוניברסיטת פנסילבניה, שם היא עדיין עמיתת סגל.

שפלי עבדה בהונגריה בשנות ה-90, במהלכן פגשה את ויקטור אורבן. במהלך ממשלת הקואליציה הסוציאליסטית-ליברלית של גיולה הורן , היא הייתה חוקרת בבית המשפט החוקתי ושימשה כיועצת מומחית לוועדה לניסוח חוקה של הפרלמנט ההונגרי בשנים 1995–1996. היא הייתה המנהלת המייסדת של תוכנית לתואר שני במגדר ותרבות באוניברסיטת מרכז אירופה.

כמבקרת מובילה של ממשלת הימין ויקטור אורבן, היא כינתה את פעולות ממשלתו של אורבן כיצירת "חוקה לא חוקתית" (unconstitutional constitution). וכן טענה כי הדמוקרטיה ההונגרית בסכנה. היא כינתה את טונדה האנדו (Tünde Handó) "צאר שיפוטי" (judicial Czar) שתפקידו פגע בעצמאותה של מערכת המשפט ההונגרית. שפלי כינה את שכתוב החוקה שהוצע ב-2013 "מזבלת פסולת רעילה של רעיונות חוקתיים רעים". שפלי עבדה בתיאום עם מפלגות האופוזיציה ההונגריות כדי להפיל את ממשלת אורבן.

בשנת 2013 שפלי העידה בפני הוועדה לביטחון ושיתוף פעולה באירופה, וחזרה על התזה שלה, כי הונגריה נוטה לכיוון משטר סמכותי ואוליגרכי.

בדצמבר 2017, בראיון לשבועון ההונגרי, HVG, הצהירה שפלי כי אף שיש צורך בשיתוף פעולה של האופוזיציה כדי להפיל את משטר אורבן בהבחירות הפרלמנטריות בהונגריה 2018, מפלגות האופוזיציה השמאליות חלוקות, וייתכן שממשלת פידס סוחטת כמה מהפוליטיקאים הסוציאליסטים. לטענתה המפלגה היחידה שיכולה לשים קץ למשטר אורבן היא יוביק, והיא הביעה את הסתייגותה מהתקפות הממשלה על מפלגה זו. להבנתה שיטת הבחירות תוכננה באופן שלא מאפשר למפלגות האופוזיציה לנצח אלא אם כולן יתאחדו.

עמוק בתוך תהליך שקיעתה הכללית של הדמוקרטיה חבוי אוסף מקרים בהם מנהיגים חדשים וכריזמטיים נבחרים בבחירות דמוקרטיות ואז משתמשים במנדט הדמוקרטי שקיבלו כדי לפרק באמצעות החוק את המערכות החוקתיות שירשו עם הגעתם לשלטון, המטרה של המנהיגים הללו היא לרכז את כל הכוח בידיים שלהם ולהישאר בכיסא עליו התיישבו — לנצח

שפלי הדגישה שהסממנים לדעיכת דמוקרטיה כוללים פוליטיזציה של מוסדות עצמאיים, הפצת דיסאינפורמציה, צבירת כוח ביצועי, הפחתת כוחם של מתנגדים (כמו מפלגות אופוזוציה, עיתונות עצמאית, ארגוני החברה האזרחית) ובחירות מושחתות. אלו יוצרים מעין ספר-מחזות (playbook) של סמכותנות, המשקף את מה שחוקרים ראו בדעיכת דמוקרטיות ברחבי העולם, במדינות כמו הונגריה, פולין, טורקיה, ונצואלה. שפלי הביעה ביקורת רבה גם כנגד ממשל טראמפ.
